TWO FAMOUS DUMMIES

This is Paul Winchell's dummy Knucklehead. There's another knucklehead in Congress who looks a lot like this dummy and is, in fact, a dummy himself. Except unlike Winchell's creation, the congressman is far from amusing and yells more than he speaks, although he is full of words that somebody else has fed into his empty head. Can you guess who the other dummy is?
